Class Association
I. Objectives
1. These rules are set in place to promote the Beneteau First 40.7 class of sailboats, and to ensure equal and fair racing among all boats in the class. Wherever possible, these rules will not compromise the 40.7s safety, ease of handling, styling, and limiting the costs associated with racing the 40.7.
2. These rules set out a “benchmark” First 40.7 sailboat. The purpose of this “benchmark boat” is to set a one-design rule for racing between and among boats of different fleets such that the hull, rudder, spars, equipment, keel, deck, weight and distribution thereof, sail plan, and interior should be alike. Only when exceptions are specifically cited in these rules will they be found acceptable. Individual fleets shall be free to set their own rules for racing within that fleet.
3. These rules establish the National First 40.7 Class Association.
4. Unless cited in these rules, all modifications and alterations to all yachts competing in one design or class sponsored events are hereby prohibited.
II. The First 40.7 Benchmark Boat
1. The original plans and specifications on file with Beneteau, or a certified copy of these plans acquired by the National Class Association, shall be considered as setting forth the official standards with respect to hull, spars, appendages, and rigging. Basic dimensions and measurements are set forth in Appendix I.
2. The following equipment is required to be in conformance with the benchmark specifications:
A. A Tuff Luff or equivalent genoa/jib luff attachment system (Note: the
Harken Carbo Foil is not considered equivalent.)
B. Emergency tiller.
C. Two 12-volt batteries located in the manufacturer’s supplied location.
D. Refrigeration system.
E. Pressure water system.
F. Propane stove in manufacturer’s supplied location.
G. Propane tank in manufacturer’s supplied location.
H. Holding tank as supplied and located by manufacturer.
I. Toilet as supplied and located by the manufacturer or equivalent (china or
porcelain) (a port-a-pottee is not an equivalent).
J. Bilge pumps (manual and electric).
K. Any of the interior or exterior components.
L. Ancillary plumbing and wiring.
M. Cabinetry.
N. Floor boards.
O. Cabin/salon cushions (with exceptions noted below)
P. Bulkhead/cabin doors (with exceptions noted below).
Q. Swim ladder or replacement rigid swim ladder.
R. Bottom paint / anti-fouling bottom paint.
3. Items which may be relocated within the vessel during races:
A. The V-Berth and main salon cushions may be relocated to another part of the
vessel during races, but shall not be removed from the vessel.
B. Bulkhead and cabin doors maybe relocated to another part of the vessel during
races but they may not be removed from the vessel.
4. Safety Equipment:
A. Safety equipment shall at a minimum conform to US Coast Guard or ORC
regulations as prescribed by the applicable Notice of Race and / or Sailing
Instructions.
B. In keeping with good seamanship, each vessel is required to carry on board a
suitable anchor and rode.
5. Allowable Modifications and/or Equipment Permitted:
A. Tactical instrumentation.
B. Additional compasses.
C. GPS/Loran/VHF/Radar.
D. Interior cruising and day-sailing amenities, which do not enhance
Performance.
E. Foredeck lifeline netting, shroud rollers & other anti-chafing gear.
F. Purchase of Mainsail outhaul may be increased using only block and
tackle.
G. Purchase of genoa car adjuster may be increased, using only block and
tackle.
H. Footrests for helmsman and/or mainsheet trimmer may be added to the
cockpit.
I. Mainsail Cunningham maybe added.
J. Hi-Tech fibers (except PBO) for running rigging and halyards are permitted.
K. Low friction mainsail luff system such as Tides, Antal or Harken are
permitted.
L. Factory steaming/deck light may be replaced by a different steaming light
(a deck light is not required).
M. A boom topping lift is not required.
N. Shackles and blocks may be added or replaced with any brand or style.
O. The use of blocks to redirect existing control lines, and organizers such as
sheet bags, winch handle pockets and shock cord, are permissible to aid
the boats deck gear.
P. Running rigging and deck gear, other than items specifically prohibited or
prohibited modifications, can be relocated, deleted, or substituted as the owner
sees fit.
Q. Normal sanding and minor fairing, to design specification, of the hull, keel
and rudder.
R. Anti-fouling preparation of the underbody.
S. Carbon fiber spinnaker poles.
T. An adjustable turnbuckle may be added to the headstay.
U. The addition of any system to the standard electrical system.
V. Cockpit mounted backstay adjuster.
W. Binnacle mounted Hand/Grab/Instrument rail.
6. Prohibited Items and Modification:
A. Reshaping, filling in, drilling out, re locating of the hull, keel, or rudder.
B. The stem head fitting shall not be modified or relocated.
C. The chain plate shall not be modified or relocated.
D. The mast step assembly shall not be modified or relocated.
E. The genoa track may not be changed in length or location.
F. The mainsail traveler shall not be changed in length or relocated.
G. The number of mooring cleats shall remain the same. Removable and / or
recessed cleats may be substituted at amidships.
H. The bow and stern pulpits, lifelines, and the life stanchions shall remain
the standard height and number.
I. Halyard Locks or Hooks.
J. Holes or Tubes that feed halyards or control lines through deck, hull or
transom.
K. The mast section shall not be tapered, cutout, lightened, heightened, or
shortened, or modified in any way.
L. The type of spreader, spreader length, spreader angle, or method of
attachment shall not be changed or modified.
M. No more than one main, one genoa and two spinnakers halyards. Halyard
Location shall not be changed from the locations originally supplied.
N. The boom section shall not be tapered, cutout, lightened, lengthened,
shortened, or modified in any way.
O. The standing rigging, (shrouds, headstay, backstay), shall not be reduced
in diameter or material changed.
P. The standard rigging method of attachment shall not be changed or
relocated.
Q. The use of hydraulics for mechanical purchase on any control is not
permitted, except the backstay.
R. The genoa and jib can only be attached to the stem head fitting.
S. The spinnaker pole shall not exceed 14.47 feet in length.
T. The engine must be of standard size, weight, and installed in the standard
location. A 30 hp or 40 hp engine is acceptable.
U. Disassembly or relocation of the standard water or fuel tanks.
V. Altering Rudder or Keel Profile to exceed tolerances in Official Offsets
W. The saildrive leg surface may be lightly sanded in preparation for painting.
No grinding, removing aluminum or fairing of the saildrive leg or
propeller is permitted. Any paint system applied to the saildrive leg shall
be of normal thickness, and it shall be checked to manufacturers tolerances
for standard configuration. It is not permitted to fill the gap around the sail
drive leg with any type of material, except as fitted by builder.
7. Sails: The intent is that all 40.7s are racing with comparable sails, and that so-called “rule beater” sails be prohibited.
A. All sails shall be built to (IOR/IMS/IRC/PHRF/ORR) specifications so as not
to incur sail penalties, unless otherwise noted.
B. In order to race in a National 40.7 Class event, all sails must have an official
40.7 National Class Association sail buttons properly affixed to them.
C. Mainsail- The mainsail shall have a P dimension of 48.85 feet.
The mainsail shall have an E dimension of 17.71 feet.
The maximum upper quarter girth, measured from the upper
quarter leach to the nearest point on the luff rope shall = 6.73
feet.
The maximum mid girth, measured from mid-leach to the nearest
point on the luff, including luff rope =11.51.
Girth measurements are made using the following method: Fold
the main sail in half along the leach, lining up the front of the
headboard to the clew, and measure the mid-point to the front
of the bolt-rope or slides. Then repeat by lining the front of the
headboard up to the mid-point mark, and measuring the ¼
point again to the front of the bolt-rope or slides.
A maximum of five full-length battens may be mounted in the
mainsail. The battens must be approximately evenly spaced up
the leach. Batten material can be composite.
One set of down reef is mandatory, but is not required to be rigged
while racing.
The US Sailing number or hull number must be displayed on both
sides of the main.
The mainsail shall be set within the bands on the spars at all times.
The mainsail foot may be loose.
Fabric limitations shall not apply.
The mainsail shall be attached to the mast with sail slides or
boltrope.
The mainsail may be fitted with a cunningham ring and flattening
rings.
A class insignia is required and shall be a contrasting color to the
mainsail.

D. Genoa- The genoa shall have an I dimension of 51.61 feet.
The genoa shall have a J dimension of 14.47 feet.
Maximum L.P.=155% of J measured forward edge of the luff tape
to the extension of the clew.
Maximum girth, measured from mid-leach to luff tape shall not
exceed .50 of the foot length.
The US Sailing sail number or hull number must be displayed on
both sides of a class genoa.
View windows, trim stripes, and tell tale windows permitted.
Leech and foot lines permitted.
Leech Battens not permitted.
Fabric limitations shall not apply.
E. Working Jib- The working jib shall have an I dimension of 51.61 feet.
The working jib shall have a J dimension of 14.47 feet.
Maximum L.P. =100% J measured from the forward edge of the
luff edge of the luff tape to the extension of the clew.
Maximum mid girth, measured from mid-leach to mid-luff
including luff tape shall not exceed .50 of the foot length.
No reef is allowed.
A maximum number of four (4) optional battens of any length may
be fitted.
Batten material can be composite.
View windows, trim stripes and tell tale windows permitted.
Leech and foot lines permitted.
Fabric limitations shall not apply.
F. Spinnakers- Spinnaker shall have a maximum luff length (SL) of 50.92 feet.
a maximum SMW of 26.05 feet, and a maximum foot
measurement of 26.05 feet.
Asymmetrical spinnakers shall not exceed these measurements.
The sail number or hull number must be displayed on both sides of
the spinnaker.
Spinnakers to be woven Nylon or Polyester. Laminated fabrics
shall not be permitted.
Adjustable leech, luff and foot lines shall not be fitted.
Pull down patches not permitted.
Headboard not permitted.
8. Sail Limits: Each boat will be limited to carrying on board, a total of 8 sails per race, regatta or port-to-port race. Any number of storm sails and tri-sails may be carried and will not be counted against the sail limit. Storm sails include any sails of 105% overlap and smaller.
A. The sail inventory shall be further limited as follows:
One mainsail
Up to three overlapping genoas
One jib of less than or equal to 100% overlap
Up to three spinnakers.
An asymmetrical spinnaker may be carried and counted as either one of the three overlapping genoas or as one of the three spinnakers so long as the limit of 8 sails is met.
B. Any number of storm sails and tri-sails may be carried and will not be counted
against the sail limit. Storm sails include any sails of 105% overlap and
smaller.
C. In the event that one or more of the allowed sails is significantly damaged
during the regatta, then another sail may be substituted for the damaged sail.
9. Sail Purchase:
A. All sails used in 40.7 National Class Association events must carry an official
class royalty button, and comply with all Class measurement rules on the date
of delivery of the sail.
B. A new boat, in its first year, or before, may acquire one full set of new sails.
Any sails acquired before year one are counted as being acquired in year one.
C. A new owner acquiring a non-new boat, may in the first year acquire one full
set of new sails. New sails acquired prior to the first year shall be considered
purchased in the first year, and count towards this set of new sails.
D. After an owner has purchased an initial suite of sails, the owner is limited to
purchasing a maximum of 2 replacement sails per calendar year. If an owner
does not purchase 2 replacement sails in any calendar year, replacement sail
purchase allowances may be rolled over to subsequent calendar years.
E. Sails damage beyond the normal wear and tear or not associated with normal
sailing (fire, lightning etcetera) must be documented and presented to a class
measurer in order to gain approval to replace a sail above and beyond the 2 allowed in any calendar year.
10. Sail Buttons: All sails used at a national 40.7 class one-design event shall have a Class Sail Button attached to each side of the sail near the tack. Buttons shall be purchased from the Technical Committee for $10 per sail, ($40 for the first complete set of sails.) and will be recorded in a database with the Owner’s name, hull number, type of sail and date of acquisition. Sail Buttons are not transferable from one sail to another. Sail buttons and the rights and privileges inherent therein transfer to the new owner of a 40.7 when a used boat has been sold. When a sail button is order, the anticipated date of delivery must be specified. Said date shall be used as the date of acquisition. Sail buttons shall be affixed on or before the date of acquisition or the rights and privileges they imply shall become null and void. No buttons shall be issued if they contravene the rules above.
11. Steering a 40.7 during a National Class Association Event:
During a National 40.7 Class event, the person steering the boat must meet one or more of the criteria below. The driver is defined as the person who steers the yacht from 5 minutes prior to and including the start, until the finish of the race. Exceptions for momentary absence due to personal or shipboard needs are acceptable. The criteria for driver are:
A. Is a full member of the 40.7 National Class Association.
B. Be an owner or equal partner of a First 40.7.
C. Be an immediate family member of the/an owner of the 40.7.
D. We a regular crew member, who is a group one competitor, who has sailed in
a majority of the yachts races over the last 12 months.
12. Crew:
A. The maximum number of crew for racing a 40.7 during a National 40.7 Class
event shall be 11.
B. No crew member may be paid for sailing on a 40.7 during a National Class
event.
C. A maximum of two Marine Industry Representatives (MIR’s), either Category
2 or 3 may be aboard during a National Class event, in addition to the owner.
III. The National 40.7 Class Association
1. The Beneteau First 40.7 National Class Association shall be governed by the Class Council. The Class Council shall consist of a representative from each Fleet, and the representative of the Patent Holder. The Class Council will meet a minimum of once each calendar year. This meeting is to coincide with the annual North American Championships. Additional meetings may be held in person, or by telephone or other electronic means. The Class Council shall elect the Class Officers which shall include: President, Secretary and Treasurer. The Fleet Representative where the coming year’s North American Championship will be held, shall automatically become the Class Vice President, and shall oversee the implementation of that year’s North American Championships. The four Class Officers, plus the representative of the Patent Holder, shall comprise the Executive Committee of the Class Council. The Executive Committee is empowered to meet and take actions when it is not feasible to have the entire Class Council meet.
2. The Class Technical Committee. The Class Technical Committee shall be comprised of 3 members; the representative of the Patent Holder, the Chief Measurer, and one member appointed by the Class Council. Primary among the Technical Committee’s responsibility is the evaluation of all proposed new rules or rule changes.
3. Fleets are local organizations of First 40.7 class members in one geographic location. A group may apply to the Class Council for fleet status when it has a minimum of 4 Full Members. Each fleet shall elect a Fleet Captain.
4. Fleet-at-Large: The Class Council may establish an At-Large fleet to assist in coordinating class activities for owners where there is not an established fleet. The At-Large Fleet will elect a fleet captain, who will serve on the Class Council.
5. The Fleet Captain shall act as the chief organizer of one-design activities in his/her fleet. This includes responsibility for holding a Fleet Championship. The Fleet Captain is also responsible for all communications within the fleet, maintaining communications with fleet members, and with reporting activities to the Class Association. The Fleet Captain shall serve on the National Association Class Council
5. Membership in the National 40.7 Class Association:
A. Full Members: Full members are owners of, or partners in a Beneteau First
40.7 who have paid the annual dues. Annual dues shall be $ 50.00 per
calendar year.
Full members shall have the right to helm a 40.7 in National Class Association
events.
Full members have the right to vote for Fleet Captains.
In the case of a partnership that owns a 40.7; any and all of the partners may
helm the boat. In the case of a partnership that owns a 40.7, the partnership
gets only one vote on class matters.
B. Associate Individual Members: Any interested individual, who supports the
40.7 Class, but who is not an owner, may join the class as an Associate
Member. Dues for Associate Members shall be $ 25.00 per calendar year. This
category is primarily intended for crew members and other supporters of the
First 40.7 class. Associate members will also receive all class
communications, and have the right to participate in all fleet, national class
meetings, but will not have the right to vote. Associate membership in the
40.7 National Class Association does not confer rights to helm a boat during a
one-design class event.
C. Associate Trade/Corporate Members: Associate Trade/Corporate Members are
companies that want to support the Beneteau First 10R Class Association.
Membership dues for Associate Trade/Corporate Members shall be $ 100.00
per calendar year. Associate Trade/Corporate Members will receive all class
communications, and have the right to participate in all fleet, and national class
meetings, but will not have the right to vote. Associate membership in the
40.7 National Class Association does not confer rights to helm a boat during a
one-design class event. Associate Corporate/ Trade Members will receive one
business card size add in the class newsletter for one year at no cost. Associate
Trade/Corporate Members will receive discounts on advertising in all class
publications. Associate Trade/Corporate Members will also receive discounts
on sponsorship opportunities at class events.
